The R.C.M.P. said the men also made promotional material for Terrorgram Collective and described it as a group of Telegram channels that share neo-fascist ideology, producing and sharing manuals on how to carry out racially motivated violence.

In its statement about the latest arrests in Canada, the R.C.M.P. said that after Atomwaffen was officially declared to be a terrorist group many of its members “joined Active Club Canada” and “have been observed performing combat training exercises in local community parks.”

Again citing the publication ban, a spokesman for the R.C.M.P. declined to say if the two men were among those who joined the other club.

In a statement, the Royal Canadian Mounted Police, or R.C.M.P., said that Matthew Althorpe of the Niagara area in Ontario and Kristoffer Nippak of the Toronto area were involved in creating extremist manifestoes and recruiting videos.

In July, the R.C.M.P. charged Patrick Gordon Macdonald of Ottawa, then 26, with participating in, facilitating and committing terrorist activity.
