Peruvian Prime Minister Alberto Otárola said a 4-year-old girl died from head trauma she suffered in the collapse of her home in the Tumbes region, on the border with Ecuador.

The government has declared a state of emergency as it seeks to bring relief to regions of Peru hard hit by the cyclone known as Yaku, which include Lambayeque, Piura and Tumbes.

The hospital in Tumbes, near the border with Ecuador, where Marchan’s family resides, has a plant that has been inoperative for years because someone stole an electronic card needed to operate it.
