Situated over the River Tagus, the bridge has long drawn climbers and social media creators who scale it despite the ban, according to local media reports.

Video shows the waterspout rising above the waters of the Tagus Estuary on Thursday.

It sits beside the Tagus River in the neighborhood of Belem, which in Portuguese means Bethlehem.

Local media said the victims worked at the Tagus Estuary, an area where the harvesting of shellfish without a license is common.

"It comes to a point in our lives that we have no hope," said Vitor David, a 26-year-old programmer, who rents in Almada, across the River Tagus from Lisbon, where costs are slightly lower.
