Eleven billion barrels of oil lie in the Stabroek Block subsea reserve off Guyana's coast, but fossil fuel riches are not yet flowing to the people of Smith Creek.

Both companies hold rights of first refusal for decisions regarding the oil field in question, known as the Stabroek Block.

At the heart of the deal is Hess’s investment in Guyana, where an Exxon-led group has discovered a massive 11 billion barrels of oil and gas in an area known as the Stabroek block.

Local newspaper Stabroek News reported that the fire broke out in a girls’ dormitory.

Local Stabroek News reported Transparency Institute of Guyana, an anti-corruption organization had questioned the agency's appeal.
