The vast majority of people living without flooring in all rooms - 760,000 - were in social housing, according to a survey of 5,500 people carried out by The National Centre for Social Research.

John Clark, from Mercado, had contacted the charity after reading a BBC News article about social housing not providing new tenants with flooring.

Some families in a new mixed-use social housing development in Lisburn have said they feel intimidated after a group of men placed flags on lamp-posts.

The authority said it soon became evident some of the properties were unsuitable and would prove difficult to bring up to the high safety standards required for social housing.

"This included conducting only limited surveys and purchasing privately owned properties that we assumed could be made suitable for social housing," they said.
