The monument, which shows Pizarro on horseback with his sword drawn, was created by the American sculptor Charles Rumsey and offered by his widow to commemorate the city's fourth centenary in 1935.

Returning to California, McCloskey practiced law in the San Francisco area before cutting back his hours and moving to a ranch near the tiny Yolo County town of Rumsey.

Sensing some hesitation, Bryan Rumsey, a specialist in prosthetics and orthotics, encouraged him with lyrics from a Christmas song.

Ms Rumsey said: "A lot of survivors and victims don't know it's happened to them in 28 days or don't feel comfortable reporting."

They asked the university to provide key definitions of sexual harassment and misconduct, which it should "yearly review" and consult students as terms evolved, said Ms Rumsey.
