Landlords who own units that are rent-stabilized — the vast majority of units in the city — typically can’t pass on water costs, which are linked to sewer costs, to their tenants, according to city officials.

By law, the rent-stabilized units couldn’t rise high enough to service a mortgage.

But reasonable changes can be made to the formula that establishes how much owners of rent-stabilized units can raise their prices each year.

She says the apartment she eventually moved into isn’t perfect, but it’s rent-stabilized at $1,700 a month.

The city’s proposal would make them permanent and go further to mandate every rent-stabilized unit demolished is replaced by an income-restricted affordable unit.
