Ruth Rankine, an NHS Confederation primary care director, believes that during times, such as now, when money is tight, collaboration generally becomes harder.

Rankine’s and Chinn’s filings do not reference specific statements by the city or attorney general, or describe the ongoing threats or violence they say they have experienced.

Burbank and two other officers — Timothy Rankine and Matthew Collins — were each cleared of criminal charges by a Pierce County jury last December.

Collins, Burbank and a third officer, Timothy Rankine, were charged with murder or manslaughter.

The third officer, Timothy Rankine, 35, who is Asian, was acquitted of first-degree manslaughter.
