By facilitating humanitarian aid to Tigray and releasing ethnic Tigrayans and others his forces took as political prisoners in Addis Ababa, Mr. Abiy could start rebuilding trust with his own ethnically diverse people and with international mediators from the United States, Europe, the United Nations and the Organization of African Unity.

He chaired the Organization of African Unity, backed efforts to end apartheid in South Africa and welcomed members of the banned African National Congress to Lusaka, which emerged as a base for nationalist leaders from across the region.

In 1993, he worked with a Nigerian reparations leader, Chief MKO Abiola, and the Organization of African Unity, to hold a Pan-African conference on reparations in Abuja, Nigeria.

But Mr. Traoré also acquired a reputation for diplomatic skill while serving as chairman of the Organization of African Unity, a precursor to the African Union, working to mediate conflicts including the Mauritania-Senegal border war and first Liberian civil war.
