One of her former co-workers is Nelda Lugo, grandmother of 9-year-old victim Ellie Garcia.

“This morning I got up and thought, what a dream I had,” Ellie’s grandmother Nelda Lugo, 63, said Wednesday from her living room, where she sat surrounded by family and friends.

Not only is the number a large increase from the 100 people the clinic assessed in all of the last fiscal year, it is uncertain when they will arrive, said health center manager Nelda David.

Nelda Owsiak, 69, a researcher, grant coordinator and adjunct faculty member at educational organizations and institutions, died Aug. 11 at a hospice center in Eugene, Ore. The cause was complications of multiple myeloma, said a cousin, Carla Brenner.
