The NAHT's position, which has just been communicated with members, has been to accept the pay offer.

Th general secretary at the school leaders' union NAHT, Paul Whiteman, also welcomed the bill, saying they had "long called for a register of pupils who are not in school" and "it is very positive to see that this important safeguarding measure is finally being taken after years of delay".

Sarah Hannafin, head of policy at school leaders' union NAHT, said the announcement provided "much-needed clarity" for schools and colleges.

"The extensive neglect of schools under Conservative governments meant it was always going to be difficult to give school leaders all the financial support they needed in this Budget alone," said Paul Whiteman, general secretary of the school leaders' union the NAHT.
