After a stint as a teacher, he applied for law school at McGill, Canada’s most prestigious university, and during his first year as a student there, he ran for mayor of Montreal North, one of the country’s poorest neighborhoods.

Mr. André attributed the high infection rate in Montreal North to the rotation of migrants through different coronavirus wards, often with inadequate protective equipment.

Like many Haitian asylum-seekers, Mr. François lived with his family in Montreal North, an immigrant neighborhood that is among the poorest in Canada.

The rate of infection in Montreal North is more than 10 times the national rate.
