Recruitment for the study started late last year with a pilot launch in Atlanta and Hampton Roads, Va., and enrollment expanded to other states and Washington in May.

The other incidents took place over a period of four months in Hampton Roads, Virginia, in late 2022 and early 2023, say US investigators.

Talks have grown to encompass a range of unrelated Democratic priorities, from toll relief in the Hampton Roads region to education funding.

Lucas is also seeking toll relief for the Hampton Roads region.

“They have demonstrated a disinterest in being good neighbors and being welcoming,” Jeff Ryder, president of Hampton Roads Pride, told the city council.
