Search and rescue workers investigate a car surrounded by floodwater as heavy rains caused the Guadalupe River to swell on Sunday.

Firefighters in San Jose rescued stranded people and dogs from an island in the flooding Guadalupe River.

In San Jose, city officials declared a state of emergency ahead of expected flooding along the Guadalupe River, fueled by heavy rains in the Santa Cruz Mountains, where 6 inches of rain is expected through Monday.

“People living unhoused along the Guadalupe River will be ordered to evacuate,” San Jose officials said.
