Zoning became holy writ when FDR, as part of the New Deal, created the Federal Housing Administration, which offered home loans to a disproportionate degree among prospective white owners.

This included the Better Housing Program, which was designed to make housing and mortgages more accessible and led to the creation of the Federal Housing Administration.

Lenders may also need approval from government agencies that oversee national loan programs, such as Federal Housing Administration and Veterans Affairs loans, that are popular with first-time homebuyers.

This applies to certain borrowers who fell behind on loans backed by the Federal Housing Administration, the U.S.

The Federal Housing Administration, for instance, refused to insure the homes of Black and other nonwhite families or homes owned by white people that were considered too close to Black neighborhoods.
