Valentyna Evtushenko cried as she waved goodbye to her brother Oleksandr Evtushenko, 68, who was being evacuated from a hospital in Sloviansk and transferred to one in Chernihiv, where his nephew lives, in northern Ukraine.

His father, Aleksandr Rudolfovich Gangnus, was a geologist, as was his mother, Zinaida Ermolaevna Evtushenko, who became a singer.

Valery Evtushenko at the Russian Psychiatric Association voiced concern about the driving restrictions, speaking to the BBC Russian Service.

In another gesture toward business, he suggested the government might show leniency toward Vladimir Evtushenko, the head of blue-chip company Sistema, who was previously accused by the Kremlin of money laundering but was released from house arrest on December 17.

The benchmark Micex stock market bounced up as much as 6.5 percent, but that was a reflection mainly of a slight rise in oil prices, and relief over Evtushenko’s release.
