“It’s kind of an ‘Enough is enough,’” said Horton, who serves on the board of directors of the Downtown Los Angeles Residents Assn., which advocates for more than 2,300 residents and community stakeholders.

“We do not believe the systems in place are good enough,” said James Grasso, the group’s president.

"We already know that many disabled people with complex needs are lacking in the support they need, because benefits aren't high enough," said Evan John, the charity's policy and public affairs advisor.

"I have been around long enough to know that some will just judge on where we are at at the moment and rightly so in some respects. It's not good enough," said Postecoglou.

“Those tanks help with the pressure on the fire hydrants in the hills in the Palisades, and because we were pushing so much water in our trunk line, and so much water was being used. ... we were not able to fill the tanks fast enough,” said Janisse Quiñones, chief executive and chief engineer of LADWP.
