During her tenure, Kerger has paid close attention to stations in smaller towns such as Cookeville, Tenn. that provide free over-the-air PBS programming to residents who can’t afford pay TV subscriptions or adequate broadband for streaming.

“The needs of Cookeville are different than New York City,” Kerger said.

Rep. John Rose of Cookeville is running for another term.

Neither does Luke Eldridge, a man who has worked with homeless people in the city of Cookeville and supports Bailey’s plan - in part because he hopes it will spur people who care about the homeless to work with him on long-term solutions.

“I can promise, they’re not going to be out here rounding up homeless people,” he said of Cookeville law enforcement.
