Community Services Administration

Congress abolished the Community Services Administration in 1981 and folded its functions into the Department of Health and Human Services, a closure faulted by congressional auditors as poorly handled.

But Flood bypassed HEW by attaching a $14.5 million grant for the hospital to a bill appropriating antipoverty funds for the federal Community Services Administration.

The new regulations were closely scrutinized at the Food Research and Action Center, a Washington-based public interest law firm and consumer watchdog that got much of its money from the first federal agency abolished by Reagan, the Community Services Administration.

The Senate Budget Committee has approved a $300 million appropriation for the Community Services Administration, to be dispensed through the states in the form of payments as high as $250 to help needy families pay fuel bills.

In response to the extreme heat conditions affecting many parts of the country during 1980, I directed the Community Services Administration to make available over $27 million to assist low-income individuals, especially the elderly, facing life threatening circumstances due to extreme heat.
