Another tiny town, Circleville, is farther downstream and faces a lower flood risk.

This isn’t the first time Circleville police have grappled with uncomfortable questions about how they train and use police dogs.

Today, Circleville’s K-9s train 16 hours per month, or 192 hours a year, according to the department.

Circleville City Councilwoman Caryn Koch-Esterline said police have yet to account for what happened.
