The health department in Allegheny County, Pennsylvania, is doing the same at a mass-vaccination site in Castle Shannon that inoculates 5,000 people weekly.

Officials say the Welcome to Castle Shannon Borough signs began disappearing from main roads a few weeks ago.

Conservative groups such as The Allegheny Institute for Public Policy in Castle Shannon derided the approach as “a Pittsburgh and a national failure.”

“Black students make up far more than their share of population in urban schools,” said Jake Haulk, analyst with the Allegheny Institute of Public Policy, a conservative think tank in Castle Shannon.

Castle Shannon’s small department leased a plate camera and later bought a used one.
