Cagayan de Oro

Locally known as Odette, the typhoon made landfall on Thursday on the southeastern island of Siargao — a tourist hot spot popular among surfers — then moved northwest, passing through major cities, including Cebu and Cagayan de Oro.

They also used rubber boats to ferry people to safety, as the waters quickly rose in Cagayan de Oro, a city of 730,000 on Mindanao Island that is bisected by a major river system.

In southern Cagayan de Oro city, footage showed two rescuers struggling to keep a month-old baby inside a laundry basin above the water and shield it from the wind and rain with an umbrella.

Philippine Coast Guard officers floated the infant through chest-deep water in Cagayan de Oro city in the south of the country.

The plane was flying in from Cagayan de Oro City, over 450 miles south of Manila.
