The risk of soft-story apartment buildings is clear in Burlingame, where they line El Camino Real, the main road through the wealthy city just south of San Francisco International Airport.

“He had just moved into the area and he was belligerent, angry,” Ms Burlingame said.

“I said, ‘There’s no way they can do that’,” Ms Burlingame recalls.
