Boutros-Ghali

The original Agenda for Peace was presented by then U.N. secretary-general Boutros Boutros-Ghali in 1992 following the break-up of the Soviet Union and the end of its Cold War with the United States.

Ms. Albright put the onus on Mr. Boutros-Ghali, calling him “disengaged.”

But Mr. Boutros-Ghali said he had been rebuffed when he tried to see the president to seek support.

In 1996, the Security Council voted overwhelmingly to give Mr. Boutros-Ghali a second term.
