Sir David Behan, the OfS chairman, says a university going bust “isn’t imminent now”, but to reduce the risk higher education needs to be “radically reimagined”.

Speaking exclusively to the BBC, Sir David Behan, the regulator’s chairman, called for radical change, saying course closures and university mergers might be needed for financial stability.

Ms Behan told the court that she believed he was her attacker.

The new chairman of the body, Sir David Behan, told BBC Radio 4's Today programme the resilience of universities had been tested by a number of shocks, including tuition fees being frozen at £9,250 in England and a drop in the recruitment of international post-graduate students after visa changes.
